Who can do Medical Training in Germany?
Physicians who have completed their medical degree outside Germany, in the European Union (EU) and European Economic Area (EEA), or even outside of EU and EEA, can still practice medicine in Germany.
What documents do you need?
- ~ Application form provided by Approbation authority;
~ Identity proof (identity card of any legally recognized institution or passport);
~ A brief of all the trainings and past work experiences in a table format – a copy of the degrees and certificates of merit whenever necessary and appropriate;
~ Certificates regarding additional training and practice;
~ Certificate expressing that you are allowed to practice your profession in your country;
~ An affirmation that you intend to practice so in Germany (does not apply to degrees obtained in the EU/ EEA/Switzerland);
Meanwhile you must also submit the following documents to show that you have met the other conditions of Approbation
- ~ A statement whether you are involved in any pending criminal proceedings;
~ Proof of qualification in German language;
~ A recent medical statement confirming that you are fit to practice your profession;
~ A certificate of conduct;
The above documents should be submitted in German. The Approbation authority shall inform if any translation needs to be performed by a sworn translator and if the copies already submitted by you needs to be certified. They shall also let know if any other documents will be required. Your application will be processed only if all the terms and conditions are met satisfactorily.
You must first apply for Approbation from the Approbation authority who is responsible for you, which depends on where you work, or would like to work in Germany. You may submit your application while you are abroad. The next action depends on which country you acquired your qualifications in. Based on your professional qualifications your request will lead to either an automatic or an individual recognition process.
In automatic recognition procedure the medical qualifications of doctors, vets, pharmacists, etc., which were acquired in the European Union (EU) or European Economic Area (EEA), or Switzerland, shall be recognised without an individual equivalence assessment. This is dependent on your medical qualifications being registered in the Annex to the Professional Recognition Directive (2005/36/EC). This is irrespective of your nationality. Annex to the Professional Recognition Directive allocates a reference date for each occupational qualification. If you began practicing before this given date, you shall have to furnish evidence that you have, indeed, actually, continuously, and lawfully practiced your profession for no less than 3 years out of 5.
Under special circumstances, the Approbation authority may also ask for a Certificate of Conformity from the country you have acquired your degrees in, to confirm and verify that your qualifications meet the bare status of Professional Recognition Directive. You shall be entitled to receive your Approbation if you have satisfied all the other Approbation requisites.
The individual recognition process employs when the automatic recognition of the foreign qualification is not an option. This affects:
~ People with professional qualifications from third countries;
~ doctors, dentists, vets and pharmacists whose medical qualificationsare not covered by the automatic recognition procedure;
~ psychological psychotherapists and child/adolescent psychotherapists.
In cases of Individual Recognition Procedure, the Approbation authority shall check whether your provided qualifications correspond the German qualifications, using formal eligibility criteria such as duration of training, working experience, and content. You shall be benefited with Approbation if your criteria match fairly if not fully, or there is not consequential difference, and when you satisfy factors like your command over German language. However if such differences are found, you shall have to appear for an aptitude test to acquire an Approbation. Meanwhile you may join a temporary firm to practice which is allowed for a limited time period.

Apply for registration to State Health Authorities with complete documents
Guidance for the test “Fachsprachprüfung” and the application to obtain “Berufserlaubnis”.
To be considered:
If your qualification is recognized by State Health Authorities you will be issued with license and then you can apply for
Germany medical residency training place in any hospital with available position in your chosen specialty.
If your qualification is not recognized or found nonequivalent to German basic medical qualification, you will be required to sit for an aptitude test within maximum 2 years.
Exam called “Kenntnisprüfung”.Some states though issue temporary medical license (Berufserlaubnis) and adjustment period (2 years), (Anpassungszeit) in which foreign medical graduates will be required to do internship (as German medical students do in their last year).
For EU/EEA/Switzerland specialists: Specialist doctors who completed their residency or specialty training in EU/EEA/Swiss countries, their residency training is recognized automatically in All they need is to just apply for membership with any one of the State Chambers of Physician.
For Non EU specialists: Those who completed their specialization or residency training from Non EU area, they should also apply for membership to one of the State Chambers of Though they will be required to work for 12 months in their particular specialty in Germany to be recognized as specialists in the country.
Procedures to apply
To get license/registration with state health authority to work as General practitioner or Specialist
For doctor of medicine (Basic medical Qualification)
For EU/EEA/Swiss basic medical graduates: Their qualification is automatically recognized in All they have to do is to apply to one of the State Health Authorities where they want to practice in.
For Non EU/EEA/Swiss basic medical graduates: Since their qualification will be assessed on case by case base. Certain conditions might apply for issuance of license to them i.e. degree awarding university, basic medical education curriculum, country of origin, years of experience etc. If their qualification will not be considered equivalent to German basic medical qualification, they will be required to sit for an aptitude test. when you will pass this test you will be granted an approbation/license.
For foreign medical specialists
If you wish to work as a specialist doctor in Germany you need to have your specialization qualifications/training recognized by the one of the 17 State Chambers of Physician of Germany.

The entry requirements that apply to you will depend on your nationality:
If you are a citizen of a Member State of the European Union (EU), the European Economic Area (EEA) or Switzerland, you can enter Germany without a visa. Swiss nationals must apply for a CH residence permit from the immigration authority after arrival.
If you are a citizen of Australia, Israel, Japan, Canada, the Republic of Korea, New Zealand or the United States of America, you can also enter without a visa. You must apply for the necessary long-term residence permit directly from the immigration authority in Germany within three months of your arrival. You can also apply for a visa before leaving your country of origin. The advantage of a visa is that you will be allowed to work as soon as you arrive in Germany.
If you are a national of another third country and intend to work in Germany, you must hold a visa in order to enter the country. You can apply for this from a German diplomatic mission in your country of habitual residence. As you want to come to Germany to pursue your career, you should apply for aa visa to allow you entry.
